Im wanting to play the ice bowl which is sanctioned. I know if i dont renew before it, I pay the extra $10. When I do renew, would this then become a rated round for me, since it was in the same year that I WOULD have a valid membership? Or does it just not count since I wasnt valid at the time of playing it? Right now its $40 vs $90 for me lol

Yes it will count.  As far as I know, you will have to contact the pdga once you re-up and they will add it for you.
